The Ministerial Social Policy Summit is a high-level international event that brings together ministers from European countries, government officials, experts, and representatives of international organizations to discuss the future of social protection.
It is a space where strategic decisions are shaped, best practices are shared, and efforts are coordinated to ensure the population's well-being.
The Summit also addresses Ukraine and Moldova's prospects for European integration and demonstrates the international community’s commitment to supporting both countries in implementing essential social reforms.

The Summit's goal is to create a platform for experience sharing, strengthen international cooperation, and explore new approaches to adapting social policy in times of rapid change. The Summit is also a unique opportunity for Ukraine and Moldova to reinforce their role in shaping social policy aligned with European standards.

MINISTERIAL SOCIAL POLICY SUMMIT
In October 2024, the Cabinet of Ministers of Ukraine approved the Demographic Development Strategy of Ukraine until 2040. It focuses on increasing birth rates, reducing premature mortality, and encouraging migrant return. It also aims to create conditions for a comfortable life: affordable housing, quality infrastructure, safety, accessibility, an inclusive labor market, and social cohesion.
The European Union has been facing similar challenges for several decades, including population ageing, low birth rates, and labor shortages. In response, EU Member States have implemented systemic approaches that integrate demographic policy with employment, healthcare, and migration strategies.
While the EU does not have a single unified demographic strategy, it offers a comprehensive response to demographic change through a set of interconnected policies. This represents an integrated model for addressing ageing, declining birth rates, internal migration, and youth outflow. As Ukraine moves closer to EU membership, it is already adapting these approaches—for example, by supporting an inclusive labor market, promoting gender equality, and developing services for families with children.
This makes the European experience particularly valuable for Ukraine: EU countries have already taken important steps along this path and have tested solutions that can be tailored to the Ukrainian context.
